Religious Court under one roof system: More public recognition and noticeable progress

Religious Court has undergone significant reform and made noticeable progress as a result of the introduction of one roof system under the auspices of the Supreme Court of the Republic of Indonesia.

This acknowledgment emerged in the English Meeting Club held Tuesday (29/9) at the office of Badilag (Directorate General of Religious Court Body) discussing Religious court’s position in Indonesian legal system and its challenges under one roof system.

Director General for Badilag, Wahyu Widiana who was the keynote speaker of the discussion presented factual condition and advantages as well as challenges that Religious Court has been facing since the issuance of Law No. 4/2004 on Basic Provision of Judicial Power that introduces one roof system.

“Religious Court has gained more public trust and recognition. We have received many appreciations from individuals and domestic and foreign NGOs in terms of judicial reform that we have been undertaking,” Wahyu said.

“But do not get easily satisfied with this kind of praise. We have to be more motivated to provide excellent services. There is much we have to do to meet public expectation of a clean judiciary that is free from irregularities and deviant practices.”

He further said Religious court’s achievements stemmed from ongoing support and development of the Indonesian Supreme Court that manages its subordinate courts administratively, technical-judicially and financially. Religious Court surely benefits from the one roof system for the court enjoys budget increase, similarity of status and officials management by the Supreme Court.

This progress, however, does not occur overnight. In addition to the Supreme Court’s full support, Since the introduction of the one roof system Directorate General of Religious Court Body (Badilag) has set its priorities and development focuses in managing Religious Courts all over the country.

In 2005 Badilag set consolidation and fostering internal and external relationship as its priority. 2006 was on Human Resources Management and General Administration. Building and developing information technology system was Badilag’s focus in 2007. While last year Badilag concentrated on Client Service, this year is focused on Administration System and Case Management.

Issues in the English Meeting Club

A part from the central topic of issues surrounding one roof system of Indonesian courts, a number of interesting subjects came up in the English Meeting Club that was attended by enthusiastic participants coming from Religious Courts from greater Jakarta, Banten and West Java.

Participants who passionately partook in the discussion from 11 am to 2 pm proposed a variety of important steps that Religious Court should take to improve its image, quality of services and professionalism.

Some of the proposals are self confidence and building pride, improved Human Resources that posses high integrity and professionalism, sustainable training for Religious Court’s staff, enhanced performance, change management, public-oriented services, public relation, promotion and strategy.

“I am satisfied with this meeting. All participants are actively involved in the discussion. Two missions have been accomplished; improving our English skills and sharing the recent development of Religious Courts,” Wahyu told badilag.net shortly after the discussion.

A similar meeting has been planned to be held next month with the theme of “Court Excellence” that will be presented by Yasardin, Chairman of Depok Religious Court. (cho)
