Mr. David Sabin Anderson:

Court must fulfill public expectation

To get a clear perception of what public expect from the court, we need to temporarily think as an ‘outsider’ who comes to the court and intends to file a case. We surely need satisfying services as we might know nothing about how to register our cases and so on.

This suggestion was proposed by David Sabin Anderson, Chief Party of In-ACCE USAID, when delivering his short speech as a guest speaker of the English Meeting Club held yesterday (27/10) at Badilag Office, Pegangsaan Barat Street No. 30, Central Jakarta.

“Try to step back and think that you are not a court staff. What services do you expect to get from the court,” David asked.

David Sabin Anderson, an alumnus of Southern Illinois University School of Law, USA, who has more than 15 years experience in judicial system reform, shared his opinion on what an ideal court should be. His presence in yesterday’s discussion highly motivated all participants to acquire better English skills.

David further said that public expect the court to be fair, free from any influences in handing down verdicts, and impartial (totally neutral) regardless of social status of the parties. The Court, David said, has the task to keep the society to remain peaceful through fair, independent and impartial treatments and verdicts that the court provides.

Case Flow Management

The importance of Case Flow Management was also another point that David Anderson emphasized. According to David, Judges must have the ability to control case flow early and constantly. The good control of case flow will ensure timeliness in finalizing cases. There will be no more pending cases for a quite long time which are out of judges’ knowledge.

David who is now heading the project of 5 model General Courts under the organization of Indonesia Anticorruption and Commercial Court Enhancement (In-ACCE) USAID fully understands what are needed by Indonesian Courts to improve the quality of services. He admitted that courts all over the world are facing the same problem when it comes to providing justice to both parties (plaintiff and defendant).

David Congratulates Badilag

The advance of Information Technology should be utilized as greatly as possible by Indonesian courts for realizing public expectation of transparency, neutrality and justice. The availability of websites can be an answer to those hopes. Badilag, according to David, has given an excellent example of the usage of IT to improve the quality of services.

“I congratulate Badilag for its achievement in providing court services through the usage of IT,” David said.

Director General for Badilag, Wahyu Widiana, said David’s appreciation should be read as a motivation for all Religious Courts officers to enhance the service quality. Wahyu also expressed his gratitude to David Anderson for his attendance in the discussion. (cho)
