Guidelines of legal aid for poor and disabled people have eventually been issued. Chief Justice Harifin A. Tumpa on 30 August 2010 signed a Circular Letter (SEMA) No. 10/2010 on Guidelines for Legal Aid. These guidelines are to be applied at general courts, religious courts and state administrative courts.
The SEMA which is addressed to Chief Judges of general courts, religious courts and state administrative courts contains three points. First, the procedures and mechanisms for granting legal aid in criminal and civil cases at general courts. Second, the procedures and mechanisms to provide legal aid in civil and jinayat (specific criminal) cases at religious courts. And third, the procedures and mechanisms for granting legal aids in cases heard by state administrative courts.
.The SEMA comes with two attachments. The first one contains guidelines for granting legal aid at general court and state administrative courts and the second attachment is the guidelines for religious courts.
With this new SEMA, religious courts now have a clear and detailed legal umbrella on implementing circuit court, waiving court fees (prodeo cases), and providing of legal aid post.
