DG of Badilag, Wahyu Widiana, uses a different and distinct way in presenting his paper in IACA Conference. Moderated by Mas Ahmad Santosa, he plays a video to illustrate his paper titled “Justice for the Poor: The Badilag Experice”, Tuesday (15/3/2011). He attracts a great attention of all participants.
All participants are very curious when they watch the video made by the Supreme Court in corporation with AUSAID and PEKKA (Female Heads of Household) in the Religious Court of Cianjur. This video is on circuit courts conducted in the Religious Court of Cianjur.

DG of Badilag explains that there are three main programs to enhance access to justice for the poor, namely prodeo (waiving court fees) facility, circuit court and legal aid post.
According to him, there are at least two phases of prodeo and circuit courts. First, prodeo and circuit courts are conducted before one-roof system in 2004 and second after one-roof system.
“We had insufficient budget to conduct circuit courts before one-roof system”, Wahyu said. “After a survey on access and equity conducted in 2007, our government then increases the budget for circuit courts”.
Badilag obtained a budget of Rp.1 billion for circuit in 2007 and Rp.30 billion in 2008. But, unfortunately, our religious court could not use the budget in at maximum level. It was due to the uncertain regulation on use of the budget. Although the budget decreased in 2009 in comparison with the previous year, the circuit courts were constantly conducted.

After the issuance of the Circular Letter (SEMA) No. 10 / 2010, there are 46 religious courts conducting legal aid posts. They are pilot project operating since March 1, 2011. “The Circular Letter introduces a new service which must be provided in all religious court”. Wahyu Said.
Legal advice, legal consultation and making of law suit or application are provided for the poor free of charge in the legal aid post.
“In 2011, our government has allocated budget of Rp.11,836,900,000 for prodeo facility, circuit court and legal aid post”, Wahyu said.
The target of prodeo case is 11,553 with the budget of Rp. 3,465,900,000 as stated by the President. Meanwhile the target of circuit court is 9,023 cases with the budget of Rp. 4,188,500,000. “In this year, circuit court will conducted in 273 locations throughout Indonesia”, Wahyu said.
There are 11,553 targets of cases for legal aid post with the budget of Rp. 4,182,500,000.
All programs for justice for the poor will not succeed if there is no support from stakeholders such as NGO organization and government. Therefore, DG of Badilag conveys his gratitude to them.

At the end of his presentation, Wahyu shows some interesting photos on circuit courts. There is a photo showing some judges pushing a car which almost plunged into a steep cliff.
