Director General of Religious Courts:
Leaders’ commitment, the determinant of change

“The change toward a great Indonesian judiciary will be achieved if all the leaders of judiciaries througout Indonesia perform strong and consistent commitment.”
That was one of the key statements delivered by the Director General of Religious Courts, Wahyu Widiana, in front of the participants of Court Management Training at Mega Mendung, Bogor (26/9). The training was attended by 25 chiefs of the first instance courts from four judicatures.
He stated, if leaders of judiciaries performed a strong commitment, all elements of the judiciary would also get on board.
“The leaders play a significant role to convince and influence all the apparatus to conduct changes within their circumtances,” Wahyu Widiana said.
Therefore, as an official of the Supreme Court, Wahyu Widiana asked the leaders of lower courts for paying a great attention in conducting reformation programs which have been arranged and prepared by the Supreme Court.
The Leader should be a good example
A strong commitment of the leaders will drive all the court apparatus to conduct some improvements. And another prerequisite, according to Wahyu Widiana is by being a good example.
The leaders must be the first and stand at frontline to enforce discipline, perform changes and abandon old paradigm which does not conform the spirit of change.
“If the leaders have been a model of change, judges, other apparatus and all personnels of the courts will easily trace their track”, Wahyu Widiana said.
“On the other hand, if the leaders talk only, without a real attitude and action to give an example, please be sure, the change will never be realised”, Wahyu said further.
As he often states in many occasions, the leaders are prime mover of the organization.
“Indeed, International Framework for Court Excellence reveals the leaders are drivers. So, progress of institution will much depend on the leaders.” He again stated.
In his presentation of a paper entitled “Access to Justice and Change Management”, he also revealed other factors which will determine the success of a change.
They include involvement of all court apparatus, consistency and creativity, stakeholders’ participation, utilisation of available human resources, practice of reward and punishment, and an effective monitoring and evaluation system.
Acculturation of Information Technology in the Change Management
Wahyu Widiana who was the chairman of the organizing commitee of the recent National Working Meeting (Rakernas), also explained the importance of IT utilization to perform change.
“I think, without IT utilization, the progress of change will be very slow”, He stated.
Information technology, indeed is not everything, because the most important is human resource. But IT utilization has been a necessity. Information technology has been used almost in all aspects of life.
“A good and proper utilization of information technology tend to lead the goal attainment become easier, cheaper, and faster.”
The recent Supreme Court’s National Working Meeting was one of the example of how useful the IT utilization was. By using IT, National Working Meeting could be held easierly, cheaperly and more effectively, because the event could be accessed by all of the court apparatus, even they were not present at the venue of Rakernas.
He also quoted the statement of Dr. Dorry Reiling, a judge from Amsterdam as it was written in his book “Technology for Justice, How Information Technology can Support Judicial Reform” page 16 as follows: “Information technology is the most striking factor in changing the world in our era.”
