Six Tips to Establish Commitment

A strong commitment is needed to implement Bureaucracy Reforms of which the Supreme Court and the Four Judicature circumstances focus. There are at least six things to consider as the tips to establish a commitment.
DG of Badilag, Wahyu Widiana, delivered them in front of the participants of Leadership Training III Shift I of the Supreme Court and the Four Judicatures at Mega Mendung, Bogor (15/10), while presenting a paper entitled “Main Tasks, Function and Policy of the Directorate General of the Religious Courts and Its Relation to Other Working Unit”. The Training was followed by 40 participants consisting of echelon III and echelon IV officials throughout Indonesia.
The Six tips delivered by the Director General are the role of leaders and exemplary leadership, the role of the entire apparatus, consistency and creativity, the stakeholder’s involvement, the utilization of human resources, and provision of rewards & punishment.

The Implementation of Bureaucracy Reforms will not succeed if it is not supported by a strong determination and mental readiness. "For carrying out Bureaucracy Reforms is essentially making the changes towards a better state, which often harm certain persons’ interest", Director General said.
The DG then invited the participants to share their experiences related to such mental readiness. Some problems were still found, like the difficulty faced by the justice seeker to obtained the copy of verdict, inappropriate example shown by the leaders, and lack of information available at Information Desk.
There were still more experiences of the participants which reflected the problems of Bureaucracy Reform effected by less mental readiness, less skill, and even less attention from the leaders. "As a matter of fact, the commitment of all apparatus is absolute", Director General concluded.
In addition, in explaining the Main Tasks and Functions of Badilag, the Director General explained more on the priority programs of Bureaucracy Reforms promoted by the Supreme Court. The cohesiveness of a judicature’s circumstances with other judicature will lead to accelerating the success of Bureaucracy Reform. "Because, programs of Bureaucracy Reform are all the same for the whole judicature", Director General said.
Priority programs of Bureaucracy Reform promoted by the Supreme Court which must be conducted by all Judicatures consist of case management, management of human resources, monitoring/complaints, legal assistance, information services, development of Information Technology (IT) and public services in general.
These programs will be quickly successful if they are supported by all the apparatus. "The role and the attention of the leaders are crucial", the Director General said. "Modeling and consistency of leaders will be keys in the success", he stated.
If the leader is always standing in front and success to establish the commitment of all apparatus, he added, all obstacles as a consequences of the limitations and shortcomings will be overcome easily.
"The resources available, though limited, can be used optimally by developing the creativity, for the successful implementation of the task", Director General said.
"Similarly, with the creativity and high solidity, we also can involve stakeholders to support our Bureaucracy Reform programs", he added.
