Sudan Chief Justice Delivered Public Lectures and Gave Scholarship Opportunities

In their visit to Indonesia, the Chief Justice of Sudan, the Honorable Galal Ed Deen Mohammed Othman, and Vice Chief Justice, the Honorable Abdurrahman Mohammed Abdurrahman Syarfi delivered public lectures at the Auditorium of Board of Research and Development, Education and Training of Law and Judicature of the Supreme Court at Mega Mendung, Bogor on Wednesday (11/16/2011).

The Chief Justice and Vice Chief Justice of Sudan came to Bogor accompanied by the Coordinator of the Supreme Court Reform Team, the Honorable Prof. Paul Effendi Lotulung and the Honorable Justice Prof. Abdul Ghani Abdullah.

The lecture itself was attended by more than 200 judge candidates who were following Judge Candidate Training Force VI derived from three judicatures, namely general, religious, and state administration judicature.

The two top officials of Sudan Supreme Court shared stories and experiences surrounding the Jucative Board they lead, focusing on the independence of judges, independence of the judiciary and the reward and punishment policy.

 

In Sudan, anyone is not allowed to intervene in the independence of judges. Even the Minister of Justice, as the representation of executives in the fields of law, has no right to interfere in judicial affairs.

The independence of judges is completed by the independence of the judiciary, including the independence of budget. "We can determine how much budget we need. Minister of Finance must approve it, " Chief Justice of Sudan said.

Since their independence in setting and managing budgets, Sudan Supreme Court is able to ensure the feasibility of the judges’ life. The issue was much expressed by the Deputy Chief Justice of Sudan.

"Since becoming a young judge, the judge’s life in Sudan has been secured," he said. The judges there, besides getting a high salary, also received a range of facilities such as housing and vehicles.

"In our country, the judge should not be taking public transportation," Vice-Chief Justice of Sudan Supreme Court added. There is also a shopping ban for the judges to the market by themselves. Because, based on some experiences, they often get a special price or treatment. "It's classified as a bribe!"

A very high award is given to the supreme justices, especially the leaders of Sudan Supreme Court. "If they retires, Chief Justice of Sudan to get $ 2 million and his deputy gets $ 1 million," Abdurrahman Syarfi said.

In addition to their pensions, all the facilities they enjoyed during their tenure are also remain kept. Thus, despite their retirement, they are still entitled to use official vehicles and homes and other facilities provided by the state legally.

On the oversight of judicial conduct, Sudan Supreme Court rely on a particular institution, similar to the Judicial Commission in Indonesia. This institution is under the Chief Justice of Sudan. Members, apart from Sudan Supreme Court, are also from the Ministry of Justice and other elements.

"This is to ensure that the judiciary remains independent," Sudan Chief Justice affirmed.

Hearing the explanation, the participants gave their appreciation with rousing applause. When the question and answer session was opened, they did not waste that rare opportunity. Four judge candidates asked questions. Interestingly, they use different languages. Two people asked questions in Arabic, one English and one other person using the Indonesian language.

Seeing this, the face of Sudan Chief Justice became more radiant. "We will invite the five best graduates to study in Sudan," Galal Ed Deen Mohammed Othman said.
