Directorate General of Religious Judicature Body has National Database of Judicial Cases

Directorate General of Religious Judicature Body now has a media to collect national data base of judicial cases through National Information Repository (NIR). NIR system is made to consolidate data and information taken from SIADPA (Case Management System of Religious Court). The objective of the establishment of National Information Repository is to support national report and statistics from all Religious Courts all over Indonesia.


NIR server is collecting data of judicial cases from SIADPA.

“It is about 234 of Religious Courts which is equal to 68.22 % that have applied SIADPA, but the data base is still on each work unit. Therefore, it is necessary to have a center of national data base of judicial cases, and now the media has been available”, stated chief sub-division of documentation and information, Asep Nursobah before handover ceremony of NIR from Bahtera Informatika, Ltd. to Directorate General of Religious Judicature Body (BADILAG). In this ceremony, BADILAG received NIR source code to directly integrate NIR with SIADPA.

The availability of National Information Repository will allow BADILAG processing and presenting various national reports and statistics, which helps the decision makers to make policy. Public can also benefit from this data center (NIR).

 Furthermore, Asep asserts that national data center will allow BADILAG to firstly have data and information backup from all Religious Courts. “Another advantage of NIR is to anticipate data loss and damage caused by natural disasters, electrical problems, virus attacks, or other technical problems”, says Asep Nursobah. “Besides, NIR is also helpful to monitor the effectiveness of SIADPA used in Religious Courts”, he adds.

NIR Client

NIR is a result of joint corporation between BADILAG and AusAID facilitated by IALDF. There are 11 Religious Courts that have implemented NIR: North Jakarta, Central Jakarta, Tangerang, Tiga Raksa, Bandung, Cimahi, Kendal, Semarang, Wonosari, Malang, and Surabaya Religious Court.

BADILAG has published NIR Client which can be downloaded trough www.badilag.net. Badilag hopes All Religious Courts having applied SIADPA to download and install NIR Client application. BADILAG also provides manual and video tutorial to guide the installation process.

After the installation process, each work unit consolidates data to BADILAG server. The easiest data consolidation system is via internet network. Since the coverage area of internet network in Indonesia is still limited to particular areas, transferring data can be semi manual by copying data from SIADPA into USB disc then posting them to BADILAG in Jakarta.

Data Security

Since process in Religious Courts is related to private matters, the data of adjudication process transferred from SIADPA will be encrypted (put into special code) with AES 128 bit algorithm and SHA-512 hash key system,  so the data can be read only by NIR system in work unit and BADILAG. This is to avoid the risk of data leak. “In case of delivery mistakes, the security of data can be guaranteed because NIR server is the only server to open”, says Chenri Jano, the developer of NIR.

Multi Function System

One of NIR functions utilized by BADILAG is to provide information of divorce certificate. Beside the functions above, NIR information is very helpful for public to confirm the legality of their divorce certificates. “Nowadays, the counterfeiting of divorce certificates is so widely practiced, and this system is able to examine the validity of them”, says Asep Nursobah.
