Badilag, Ministry of Religion and Civil Registration Office will soon realize an integrated service for marriage legalization, marriage registration and registration of birth certificates. This service is provided especially for poor people to obtain legal identities.

The three institutions have decided four regions as trial areas and developed a guideline draft for the implementation of the service.

The above agreement was reached during a coordination meeting attended by officials of Badilag (Religious Courts) and officials from the Ministry of Religion at Badilag’s office on Monday (4/11/2013).

AIPJ (Australia-Indonesia Partnership for Justice) and PUSKAPA UI (Center on Child Protection at University of Indonesia) were also invited in this meeting. AIPJ is the main sponsor for the activity of fulfilling legal identities for Indonesian citizens. And PUSKAPA UI has a great concern on protecting children with legal identity.

Wahyu Widiana, Senior Adviser of AIPJ, said that the integrated service would be tried at four regencies; Kisaran North Sumatra, Girimenang West Nusa Tenggara, Cibinong West Java and Watampone South Sulawesi.

“Next year, this service is planned to be tried at another 16 regencies,” said Wahyu Widiana, the former Director General of Badilag.

The trial implementation of the service will be documented and studied for finalizing the service guideline. “AIPJ will invite Badilag, Ministry of Religion and the Office of Civil Registratioin to monitor the service implementation in the regions,” Hilda Suherman, AIPJ Legal Identity Coordinator, said.

For the time being, one urgent activity that needs to be accomplished by the three institutions involved in the service is finalizing the MoU (Memorandum of Understanding) draft that will be made as the guidance for the service.

Director General of Badilag, Purwosusilo, agreed that the MoU should be signed before 7 Desember 2013.

“We will finalize the MoU draft on next 27-29 November 2013,” Purwosusilo said.

Purwosusilo also agrees that the service is not one-day service. He further stated that the coordination is the key to the service success in order to provide quick, simple and inexpensive services to the communities.
