Badilag and National Commission on Violence against Women to Enhance Capacity of Religious Courts’ Judges

National Commission on Violence against Women, well-known by National Commission on Women (Komnas Perempuan) and Directorate General of Religious Courts Body are planning to carry out a program on enhancing Religious Courts judges’ capacity through Training of Trainer (ToT) on Domestic Violence next September 2009.

The ToT is a follow-up of the previous training on Socialization of Reference Book of Domestic Violence for Religious Courts’ judges held October last year. A meeting to organize the program was held between the National Commission on Women and Directorate General of Badilag yesterday (11/8) at Badilag’s office, Jakarta.

Attending the meeting from National Commission on Women were Commissioner Deliana Sayuti Ismudjoko, Head Sub-Commission for Law & Policy Reform, Commissioner Sjamsiah Achmad, Head Sub-Commission for Documentation and Information Center, and Daniella Samsoeri, Division Coordinator for Law Reform. Meanwhile Director General of Badilag, Wahyu Widiana along with Director for Judicial Officers Development, Zuffran Sabrie and Head Sub-Directorate for Fostering Judicial Officers, Sunarto were present on behalf of Badilag.

Commissioner Deliana Sayuti said the ToT were provided for Religious Courts’ judges, especially from around greater Jakarta (Jabodecitabek), who had previously joined the training on Socialization of Reference Book of domestic Violence held from 14 to 15 October 2008.

“Participants will be limited due to lack of fund,” Deliana said.

Deliana expected Badilag to provide necessary subject matters that would be given to participants in addition to coordinating would-be participants for the training. She further said source persons of the ToT would be from the Supreme Court and the National Commission for women including academics from universities.

Wahyu Widiana enthusiastically responded to the Commission’s plan and was thankful for the cooperation.

“This program of the National Commission on women will hugely help Directorate General of Badilag enhance the insight of human resources within Religious Courts.”

Wahyu Widiana also hoped a continuity of the program saying parameters to measure the success achieved were needed. Moreover Wahyu insisted the need of reporting, especially to the Deputy Chief Justice for Religious Court Affairs.

“As soon as the design of this ToT is well-prepared, we need to report to Deputy Chief Justice for Religious Court Affairs in order to match with the Deputy’s main policies in developing Religious Courts’ judges,” Wahyu said.

Apart from that, Wahyu suggested would-be participants arrange action plan to be done on their return home after training.

“This action plan is crucial for a greater benefit of training. Special instruments are even needed to monitor training results.”

Meanwhile, Director for Judicial Officer Development, Zuffran Sabrie, said would-be participants should have been those who were good at communicating to ensure goals of training were precisely achieved.

“Not all people with good receptivity are capable of transferring what they have,” Zuffran said.

After receiving his guests, Wahyu Widiana told Badilag.net the urgency of building such cooperation as with National Commission on Violence against Women, National Commission on Child Protection, and Study Center for Women and others.

“Such trainings will improve judges’ and other law enforcers’ sensitivity on cases pertaining to domestic violence, gender, child abuse and the like. This all will assist law enforcers to better perform their tasks.”

Concerning the importance of such training, Wahyu expected that all elements within Religious Courts could back up this kind of events.

“It is almost impossible for the Supreme Court alone to develop judges’ and other law enforcers’ capacity. Therefore, cooperation and partnership with other institutions is a must,” Wahyu told Badilag.net. (Sunarto, asnoer/cho)
