DG of Badilag: Religious Courts Must Enhance Public Services

Survey of integrity on public sector during 2009 released by the Corruption Eradication Commission (KPK) put the Supreme Court in the group of 15 institutions with the lowest level of integrity. The annual survey conducted during April-September 2009 involved 11.413 respondents from several cities in Indonesia including central and district areas.

Responding to the survey, the Director General of Badilag, Wahyu Widiana, asks Religious Courts apparatus not to see the survey from a negative perspective. Conversely, he urges all apparatus to enhance the quality of public services despite the validity of the survey method. “Make the result of the survey as the instrument to do the better things for public,” said Wahyu Widiana to badilag.net.

 “At least we have to believe that among those surveyed by KPK declared their dissatisfaction toward our services, even though this does not necessarily represent the perception of all justice seekers”, Wahyu added.

 “The most important thing to do now is how to introspect toward our services for the justice seekers in terms of realizing the principles of fast, simple, and cheap court procedures. The case file should be bound very soon and submitted to the justice seeker as soon as possible. The issuing certificate of divorce should not be postponed. The legal fees must be transparent. Those are among things that we should take into consideration.” Wahyu asserted.

Wahyu also stated there were many endeavors done to improve public services. Recently, the Directorate General of Badilag has been delegating the staff to directly observe the services in certain Religious Courts in a secret mission. The observation conducted through interviewing justice seekers as well as the officers. The goal is to get a real picture of situation in the religious courts.

 “We don’t intend to seek the weaknesses of Religious Courts, we only intend to get a real picture of the religious courts services”, said Wahyu Widiana while adding that the observation’s result then would be officially submitted to the chief judges as an input to make such improvement. “The role of chief judges in the Religious Courts is very crucial in determining the success of public services improvement,” he said.

Meanwhile, the KPK vice chairman, M. Jasin, who released the survey’s report, stated that the indicator of assessment taken from the consumer’s bribery attitudes toward the officers. “If there was such gratification beyond the legal tariff this meant that the integrity is quite low,” Jasin asserted as quoted by detiknews.com.
