Demand for Birth Certificate Increases

Case of “itsbat nikah” (legalization of marriage) in the Religious Court of Girimenang increases compared to two years ago. It reaches 400 percents. Until February 2013, there have been 1,850 cases for birth certificate. Unfortunately, the state allocates the budget only for 700 cases.

This important fact has been exposed when Wahyu Widiana, the former director of the Directorate General of the Religious Courts and Cate Sumner, consultant of Australia Indonesia Partnership for Justisce (AIPJ) visited this court, Monday (18/02/2013).

They found that many people in Mataram do not have marriage certificate because their marriage was not officially recorded at Religious Affairs Office. In the past, people still assume that they do not need certificate of marriage since the marriage has been known by people.

People found difficulty on how to obtain certificate of marriage and birth certificate. They had to go some different institution in fulfilling requirements.

Badilag Will Conduct Self Assessment for Bureaucratic Reform

All working units of echelon I under the Supreme Court are now demanded to make autonomous assessment for bureaucracy reform. They have very limited time to finish it. The result of assessment will be delivered to Supervision Board as coordinator on February 28, 2013..

Purwosusilo, the Director General of the Religious Courts, said that this assessment is conducted to measure work performance of all working units.

There are at least two main purposes of the assessment. First, it is to facilitate Ministries and Agencies and Local Government in providing information regarding the development of bureaucratic reform.

Second, it is worth in providing information for the Ministry for the Empowerment of State Apparatus and Bureaucratic Reform in making national profile for bureaucratic reform.

This self assessment consists of two important components, enabler and result. Enabler component involves all efforts conducted by government agencies in carrying out their function. Meanwhile, result component is output and outcome resulted from enabler component.

Correlation between enabler and result components are very closely connected each other. These components will create improvement process in which finally enhances work performance of government agencies.

To conduct this assessment, Badilag creates a team with three main tasks. First, it has responsibility to make assessment. Second, it has to make field report on planning of improvement. Third, it will deliver the field report to the coordinator of assessment.

Chief Justice Installs New Director General

Chief Justice, Dr. M. H. Hatta Ali, SH., MH officially installs Drs. H. Purwosusilo, SH, MH as the new director general of the Religious Courts, on Thursday (21/2/2013). This installment complies with Presidential Decree No. 15/M/2013 dated January 25, 2013 on the appointment of Purwosusilo as Director General of the Religious Courts.

Hatta Ali also installs AR Tampubolon, SH.,MH as Chief of High Military Court and  Hj. Mari Eni Mustafa, SH, MH. as Chief of High Court of Bandung.

Purwosusilo was the former director for development of Technical Personnel. He replaces Wahyu Widiana, the former director general who retired in October 2012.

Wahyu Widiana, the former Director General congratulates Purwosusilo for his new position.

“Congratulation to the New Director General. I believe that the Religious Courts will get more progress and improvement in the future under his leadership. I am very acquainted with him. He is very good, smart, creative, thinker, hard worker, clean, and humble. Let’s support our new director general,” Wahyu Widiana said.

Online Registration at Religious Court of South Jakarta

The Religious Court of South Jakarta applied system of online registration for any case submitted to this court. It is a creative solution for justice seekers who face difficulty to come to the court. This system was launched on Monday (18/02/2013).

It is well-known that traffic jam and flood are crucial problem in Jakarta. Anyone needs longer time to go to a place including court.

“Anyone who will submit his/her case to this court, does not need to come. It is possible for him/her to use internet to file a case,” Yasardin, the Chief of the Religious Court of South Jakarta said.

This court provides such facility at its website. A menu for online registration can be found on that website. There is also a guide on how to file a case.

Besides, forms of application are also provided on the website. Justice seekers need to fill a form involving date of registration, name, date of birth, address and others needed by formal law.

Email address of justice seekers is also required by online registration. They will communicate with the court via email.

Justice seekers are also required to provide their application in PDF format and it is attached with online form.

Mohammad Saleh Is Elected as Vice Chief Justice for Judicial Affairs

Dr. H. Mohammad Saleh is elected as Vice Chief Justice for Judicial Affairs after affording 22 votes. The election is held at Kusuma Atmadja Room, Supreme Court, Wednesday (13/02/2013). He replaces H. Abdul Kadir Mappong who retired last month.

There are 41 justices involving in the election. Justice Dr. Muchtar Zamzami does not attend the election due to health problem.

22 justices vote for Mohammad Saleh, 17 justices vote for Suwardi, S.H.,M.H and other 2 justices vote for Artidjo Alkostar.

In the order of the election, it is stated that if one candidate gets 50 percent of the votes plus one vote, he is determined as the winner.

Having determined as the winner, Mohammad Saleh states that he is ready for his new position.

“I am ready to perform this duty in assisting Chief Justice to realize great Indonesian judiciay”, he said.

Mohammad Saleh’s Brief Profile

Mohammad Saleh was born at di Pamekasan on April 23, 1946. He graduated from Law Faculty of Airlangga University in 1970. He got his master degree at IBLAM on June, 8 Juni 2002 and got his doctoral degree from Padjajaran University of Banding in Agustus 2006.

He began his career as candidate of judge at the General Court of Pasuruan on April 4, 1971. He was appointed as judge in the General Court of Atambua on November 24, 1973.  He had experiences as chief in some General Courts including in Temanggung, Kodya Madiun, Semarang, and Central Jakarta.

He was appointed as judge at High Court in 2003 and as Vice Chief of High Court in Lampung in 2006. He was assigned as justice in July 23, 2007.

Since April 2009, Mohammad Soleh has been assigned as Deputy Chief Justice for Specific Civil Case in the Supreme Court. And he was elected as chairman of Indonesian Judge Association well-known as IKAHI in April 25, 2012. He replaced Dr.H. M. Hatta Ali, SH.,MH who was elected as Chief Justice on March 1, 2012.

He also has a lot of experiences of teaching in some prominent universities in Indonesia such Brawijaya University, Mederka Malang University, Tarumanegara University in Jakarta, and Airlangga University in Jakarta.
