10 (ten) Important Notes about the Appeal Judges

There are 10 notes about religious appeal judges that needs our serious concern. The ten notes used by Badilag to compose the pattern for the empowerment of the appeal judges to reach the position of appeal court as the front guard of the Supreme Court.

First, not all the appeal judges are recruited based on the capability and integrity,” the Director General of Badilag said when addressing a speach on the Regional Working Meeting held by Kendari High Religious Court, on Thursday (03/29/2012).

The second, not all the appeal judges are excellent in procedural laws, material laws, and bindalmin rules. Excellent means above the average skills.

The third, a few appeal judges are able to utilize computer and IT (Information Technology). The Director General encourages the appeal judges to learn computer and IT. “How could we develop SIADPA if we do not understand SIADPA?” He argued.

Will Remuneration for Courts Increase?

Quality Assurance Team will come to all courts, including Religious Courts. This team is led Mardiasmo, who is also head of Development and Finance Controller. It will assess whether the Supreme Court and its subordinate courts have made progress on bureaucracy reform or not.

Indonesian government made a committee for national bureaucracy reform. This committee is headed by Boediono, Indonesian vice president. In fact, it has two important team, namely Independent Team which is led by Erry Riyana and Quality Assurance Team which is led by Mardiasmo.

In response to assessment by the Quality Assurance Team, the Director General of the Religious Courts, Wahyu Widiana urges all leaderships of the Religious Courts prepare themselves.

At least there are eight areas, which will be focus by the team. It is in accordance with the regulation of the Ministry for State Apparatus Reform No. 53 of 2011. The areas include change management, regulation structuring, organization structuring, administration, human resources, supervision, accountability on work performance and public services.

Wahyu Widiana Made a Sudden Visit to RC of Maros

Wahyu Widiana, the Director General of the Religious Courts made a sudden visit to the Religious Court of Maros. This court is located not far from the airport of Sultan Hasanuddin, Makassar. He wanted to monitor this court. This sudden visit was not the first. He often suddenly visited some Religious Courts.

He did not want to find any mistake made by courts’ apparatus. He just wanted to know whether a court run well or not.


In the Religious Court of Maros, Wahyu Widiana firstly observed a room for registration. This court did not have a special room for case registration. The room is located at registrars’ room. There are around eight apparatus in the room.

Roadmap for Information System in the Supreme Court

The Supreme Court has developed a new master plan for information system. It is an adjustment of information system with the blue print of the Supreme Court. It includes policy, standard, system development, decreasing of cost etc.

To develop the system, some programs have been designed in a roadmap. They consist of integrated system development of stage I, II and III. The program in 2012 will focus on development of system to measure work performance. Meanwhile, in 2014 the system will be developed to provide a service for inter-state agencies.


Bureau Head of Law and Public Relation of the Supreme Court, Dr.H.H. Ridwan Mansyur, SH, MH explained the policy of the Supreme Court regarding on development of information technology when he delivered a presentation in a workshop for court administration, Bandung (28/3/2012).

Ridwan Mansyur appreciated some progresses made by the Religious Courts in developing SIADPA (a case management system program). Most recently, Badilag created a laboratory for development of SIADPA.

At least there are three administrators on duty who will answer any question from all users of SIADPA throughout Indonesia since they find troubles and problems related to the application programs. This laboratory is also used as communication media for all administrators to develop the program.

Badilag Holds the Second Workshop on Information Desk

Badilag holds a workshop on Information Desk from 26 to 28 of March in Jakarta. It is the second time since Badilag successfully held the first workshop in December last year. It is cooperation between Badilag and the Family Court of Australia. It is facilitated by Australia-Indonesia Partnership for Justice (AIPJ).

This workshop is attended by 30 participants. Each participant represents each the High Religious Court.

Some speakers deliver their presentation in this workshop including Suhadi (justice),  Aria Sujudi (Judicial Reform Team Office of the Supreme Court), Leisha Lister (Executive Advisor of FCoA), Theresa Layton (trainer and consultant from Family Court of Australia, Indah Wilujeng (Women Headed Households) and Cucu Saidah (from AIPJ).

According to the Director General of the Religious Courts, Wahyu Widiana, officers of the Information Desk play an urgent role in delivering services to justice seekers. He said that besides websites, Information Desk is also important in providing information to clients.
