Wahyu Widiana: Website and SIADPA, Requirements to be the Court Leaders

Being a speaker at the second day of the Case Information Management System Summit, Wahyu Widiana, the Director General of Religious Court declared a shocking statement that the judges who do not have commitment to the implementation of information technology are not suitable to be the court leaders.

He stated that in the fit and proper test to be the leaders of specific class I religious courts, the participants have a test on information and technology.

“I myself test them. Our assessment is not towards their competence in information technology, but to their commitment. And that is more important.” The Director General insisted.

“Even the courts have qualified staffs, without the care and commitment of the leaders, information and technology would not be implemented well. And the shortage of fund would not be a big matter.” He stated.

The Supreme Court Held a High Official Meeting on Case Information Management System

For three days, from March 12th to 14th, 2012, the Supreme Court held a high official meeting on case information management system. The meeting which was held in cooperation with the Project of Changes for Justice under USAID was openned by the Cheif Justice The Hon. Hatta Ali on Monday (03/12/2012).

The Vice Chief Justice for Judicial Affairs and Non-Judicial Affairs, the Deputy Chief Justices, Supreme Justices, and the officials of echelon I and II of the Supreme Court attended the meeting. And there were also some chiefs and registrar/secretary of the fisrt instance and appeal courts.

“The significance of the meeting is inevitable, because it has a direct corelation with bureucracy reform.” The Hon. Hatta Ali said.

The newly installed Chief Justice said that the challenges faced by the courts in the next five years is to ensure the time needed to settle the cases according to the prescribed standard.

The Founder of IACA got impressed with SIADPA

“Wonderful!” That was the spontaneuos responds of Markus Zimmer when listening to the explanation of Director General of Badilag about the implementation of SIADPA in the religious courts. The founder of International Association for Court Administration (IACA) came with the Project Director of Change for Justice (C4J) David Anderson and some colleagues to meet the Director General of Badilag on Thursday (3/8/2012).

One of the meeting agenda was to discuss the high official meeting that will be held by the Supreme Court in cooperation with C4J next week. The meeting will be held in Jakarta and will discuss about the case management information system, and the Director General of Badilag will be one of the main speakers.

“SIADPA is the information system of case management in the religious court. So SIADPA is the case managament system we apply.” The Director General of Badilag said.

The Religious Court of Muara Bulian is led by Women

The Religious Court of Muara Bulian is absolutely unique. We can not find it in other Religious Court throughout Indonesia. It is led by two women, one of them serves as a chief and other as vice chief.

In addition, most of judges in this Religious Court are also women. Women also serves in some strategic positions including as vice registrar, vice of secretary, junior registrar of law and junior registrar of lawsuit.

Wahyu Widiana: Do Not Underestimate Public Opinion!

Bureaucracy reform which is being done will be useless if public distrust to courts due to bad behavior of courts’ apparatus.

“Therefore, we should not underestimate public opinion. Although we have made much progress, if public gives a negative opinion of us, then we will be considered less successful in reform of the bureaucracy,” the Director General of the Religious Courts, Wahyu Widiana said in the High Religious Court of Jambi (7/3/2012).

According to Wahyu Widiana, if it happened, it would impact on decrease of remuneration.

He stated that to create a positive image, courts had to deliver excellent service to public and to avoid any deviation.
